Bhutan charges every international visitor a mandatory daily fee, a rule almost no other country applies. That single fact makes budgeting for a Bhutan trip unlike any other destination, and it causes more confusion than almost any other part of planning a journey here. This is a one-stop article that breaks down the cost of travelling to Bhutan.
The short answer: our private tours start from USD 990 per person (4 days, group of three or more), USD 1,150 (5 days) and USD 1,690 (7 days). Those prices include the Sustainable Development Fee, the visa fee, 3-star hotels, all meals, a private guide and transport. Flights are extra. Everything is itemised below.
Our Published Tour Prices (Per Person)
All prices are in USD per person and include the SDF (USD 100 per night), the Bhutan visa fee (USD 40), 3-star hotels, all meals, a private English-speaking guide, a private vehicle and driver, and bottled water. The more travellers share the guide and vehicle, the lower the price per person.
| Tour | Solo | Two travellers | Group of 3+ |
|---|---|---|---|
| 4-Day Bhutan Tour | 1,280 | 1,080 | 990 |
| 5-Day Bhutan Highlights | 1,490 | 1,280 | 1,150 |
| 7-Day Western Bhutan Tour | 2,240 | 1,830 | 1,690 |
Longer journeys cost more because they include more nights, more driving and more days with your guide. Our 18-day East–West Bhutan tour starts from USD 4,140 per person. Not included in these prices: international flights, travel insurance, tips, and personal spending (see the list further down).
The Two Fixed Costs Every Visitor Pays
Before accommodation, guide, transport or meals, two costs apply to every international visitor.
The Sustainable Development Fee (SDF)
The SDF is a daily levy set by the Royal Government of Bhutan and administered by the Department of Tourism. It currently stands at USD 100 per person per night.
It is mandatory, non-negotiable, and applied regardless of which operator you travel with, which accommodation you choose, or what your itinerary covers. It is paid through your tour operator as part of your package.
The USD 100 rate is a 50% discount on the standard SDF of USD 200 per night for tourists paying in US dollars. The Royal Government announced this discount on 25 August 2023 for the period 1 September 2023 to 31 August 2027, and has said it may end the discount after that date (Department of Tourism announcement). If your trip runs beyond August 2027, confirm the rate with us at the time of booking.
Children under 6 are exempt from the SDF. Children aged 6 up to their 12th birthday pay half (USD 50 per night), and the USD 40 visa fee applies to every traveller, including children.
What the SDF funds: Bhutan’s free healthcare system, free education, infrastructure in remote communities, and environmental conservation. It is, in effect, the mechanism through which Bhutan’s tourism model supports the entire country rather than a handful of resort operators.
For a 7-night trip, the SDF alone is USD 700 per person. For 10 nights, it is USD 1,000. Factor this in from the outset.
The Visa Fee
The Bhutan visa fee is USD 40 per person, charged once per trip regardless of length. Your tour operator submits the application on your behalf — there is no consulate visit required. Bhutan says processing takes up to five working days once payment is confirmed, and we recommend applying two to three weeks before you travel.
Total fixed government fees for a 7-night trip: USD 740 per person.
The Tour Package — What It Covers
Beyond the fixed government fees, you pay for your actual trip: accommodation, a licensed guide, a private vehicle and driver, and meals. This is your tour package, priced by your operator.
A well-structured Bhutan package includes:
- Licensed, English-speaking Bhutanese guide for the full duration
- Private vehicle and driver for all in-country transfers
- Accommodation at your chosen tier
- Breakfast, lunch, and dinner daily
- All internal permits
- 24/7 in-country support
- Entrance fees to individual monuments and museums
What it typically does not include: international flights, travel insurance, personal spending, and any optional activities you add.
Flights are priced separately from your tour. See our guide to flights into Bhutan for typical routes and connection hubs.
What Does Bhutan Cost Per Night?
The figures below are all-inclusive per person per night, incorporating the USD 100 SDF. Your exact price depends on group size, trip length and hotel standard.
Standard 3-Star Travel (Our Published Tours)
About USD 280–430 per person per night Three-star hotels and family-run properties, a private guide and vehicle, and all meals. Groups of three or more sit at the lower end; solo travellers and shorter trips sit at the higher end, because the guide and vehicle cost is spread across fewer people and fewer nights. The guide, itinerary and sites are the same whichever group size you travel in.
Premium Travel
Indicatively USD 480–700 per person per night Four-star heritage hotels, upgraded rooms with private balconies, enhanced dining. For travellers who want a more immersive and refined stay. Ask us for an exact quote.
Luxury Travel
Indicatively USD 700+ per person per night Premium lodge properties in exclusive valley locations. Private transfers, elevated dining, personalised cultural access. These properties are limited in number and book out many months in advance.
Solo vs Group Pricing — Why It Matters
The SDF and visa fee are fixed regardless of group size. But the guide and vehicle costs — which are per-day, not per-person — are split across the group. This means:
- A solo traveller absorbs the full guide and vehicle cost alone
- A couple splits it two ways — a clear per-person saving
- A group of three or more splits it further — the lowest price per person
On our published tours, a solo traveller pays roughly 30% more per person than someone in a group of three or more, and roughly 15–25% more than someone travelling as a couple. A couple pays about 8–11% more per person than a group of three or more.
We always provide a personalised quote showing the exact per-person breakdown for your specific group size.

International Flights — Not Included in Packages
International flights to Paro (PBH) are not included in tour packages and should be budgeted separately. Only two airlines fly to Bhutan — Druk Air and Bhutan Airlines — and both command premium pricing, particularly during peak season.
Rough return flight costs from common origins:
- Singapore: SGD 900–1,600 return (via Bangkok)
- Australia: AUD 1,400–2,200 return (via Bangkok or Delhi)
- UK / Europe: GBP 900–1,600 return (via Delhi)
- India: INR 18,000–40,000 return depending on origin city
Book flights at least three months ahead for peak season travel.
What Is NOT Included in a Standard Package
To avoid surprises, the following are typically outside a standard Bhutan package:
- International flights to and from Paro
- Travel insurance (strongly recommended, including medical evacuation cover)
- Personal spending — souvenirs, extra drinks, tips
- Alcoholic beverages unless specified
- Optional add-on activities — hot stone baths, archery sessions, cooking classes
- Any costs arising from itinerary changes due to flight disruption or weather
Is Bhutan Expensive?
Relative to other destinations, yes — Bhutan sits in the upper tier of international travel costs. The SDF alone ensures a floor price that does not exist elsewhere.
That said, the value proposition is distinctive. Your package covers your hotel, meals, guide and transport, so once you are in Bhutan your main extra costs are tips and anything you choose to buy. You have a dedicated guide for the full duration. And the experience itself — the absence of crowds, the intact culture, the landscape — is difficult to replicate anywhere in Asia.
Travellers who approach Bhutan as a high-value experience find the cost consistent with what they receive. Those expecting a budget backpacker trip will find it does not exist — by design.
Frequently Asked Questions
Is the SDF included in the price my operator quotes?
It should be. Any reputable DOT-licensed operator includes the SDF within their quoted package price. Always confirm this explicitly — ask for an itemised breakdown showing SDF, visa, accommodation, guide and vehicle separately.
Can the SDF be waived or reduced?
Not by an operator. The SDF is set by the Royal Government. The only reduced rates are those the government sets itself: children under 6 are exempt, and children aged 6 to under 12 pay half. No operator can waive or discount it.
Are there any additional taxes on top of the package price?
Bhutanese tour packages are subject to local government taxes, which reputable operators incorporate into their quoted price. Again, ask for an itemised quote to confirm what is and is not included.
Do children pay the full SDF?
No. Children under 6 are exempt from the SDF, and children aged 6 to under 12 pay 50% (USD 50 per night at the current rate). Anyone 12 or older pays the full rate, and the USD 40 visa fee applies to every traveller. These rates are set by the Royal Government and may change, so confirm them with your operator at the time of booking.
Can I pay in currencies other than USD?
The SDF and visa fee are denominated in USD. Tour package costs are typically quoted in USD but can often be settled in other major currencies. Confirm with your operator.
