The Two Fixed Costs Every Visitor Pays
Before accommodation, guide, transport or meals, two costs apply to every international visitor.
The Sustainable Development Fee (SDF)
The SDF is a daily levy introduced by the Tourism Council of Bhutan. It currently stands at USD 100 per person per night.
It is mandatory, non-negotiable, and applied regardless of which operator you travel with, which accommodation you choose, or what your itinerary covers. It is paid through your tour operator as part of your package.
What the SDF funds: Bhutan’s free healthcare system, free education, infrastructure in remote communities, and environmental conservation. It is, in effect, the mechanism through which Bhutan’s tourism model supports the entire country rather than a handful of resort operators.
For a 7-night trip, the SDF alone is USD 700 per person. For 10 nights, it is USD 1,000. Factor this in from the outset.
The Visa Fee
The Bhutan visa fee is USD 40 per person, charged once per trip regardless of length. Your tour operator submits the application on your behalf — there is no consulate visit required. Approval takes five to seven working days.
Total fixed government fees for a 7-night trip: USD 740 per person.
The Tour Package — What It Covers
Beyond the fixed government fees, you pay for your actual trip: accommodation, a licensed guide, a private vehicle and driver, meals, and entry fees to sites. This is your tour package, priced by your operator.
A well-structured Bhutan package includes:

What Does a Traveling to Bhutan Cost Per Night?
The figures below are all-inclusive per person per night, incorporating the USD 100 SDF.

USD 250–320 per person per night Comfortable, clean guesthouses and family-run hotels. Ideal for groups of four or more where guide and vehicle costs are shared. The experience is unchanged from more expensive tiers — the guide, itinerary, and sites are identical. Only the accommodation standard differs.
Mid-Range Travel
USD 320–480 per person per night Three-star and boutique properties, often with valley or dzong views. Suitable for couples and small groups of two to three. This is the most popular tier for first-time international visitors.
Premium Travel
USD 480–700 per person per night Four-star heritage hotels, upgraded rooms with private balconies, enhanced dining. For travelers who want a more immersive and refined stay.
Luxury Travel
USD 700+ per person per night Premium lodge properties in exclusive valley locations. Private transfers, elevated dining, personalized cultural access. These properties are limited in number and book out many months in advance.
Solo vs Group Pricing — Why It Matters
The SDF and visa fee are fixed regardless of group size. But the guide and vehicle costs — which are per-day, not per-person — are split across the group. This means:
- A solo traveller absorbs the full guide and vehicle cost alone
- A couple splits it two ways — a significant per-person saving
- A group of four splits it four ways — the most cost-efficient structure
As a rough guide, a solo traveler at mid-range pays approximately 30–40% more per night than someone in a group of two, purely due to the guide and vehicle cost structure.

International Flights — Not Included in Packages
International flights to Paro (PBH) are not included in tour packages and should be budgeted separately. Only two airlines fly to Bhutan — Druk Air and Bhutan Airlines — and both command premium pricing, particularly during peak season.
Rough return flight costs from common origins:
- Singapore: SGD 900–1,600 return (via Bangkok)
- Australia: AUD 1,400–2,200 return (via Bangkok or Delhi)
- UK / Europe: GBP 900–1,600 return (via Delhi)
- India: INR 18,000–40,000 return depending on origin city
Book flights at least three months ahead for peak season travel.
What Is NOT Included in a Standard Package
To avoid surprises, the following are typically outside a standard Bhutan package:
- International flights to and from Paro
- Travel insurance (strongly recommended, including medical evacuation cover)
- Personal spending — souvenirs, extra drinks, tips
- Alcoholic beverages unless specified
- Optional add-on activities — hot stone baths, archery sessions, cooking classes
- Any costs arising from itinerary changes due to flight disruption or weather
Is Bhutan Expensive?
Relative to other destinations, yes — Bhutan sits in the upper tier of international travel costs. The SDF alone ensures a floor price that does not exist elsewhere.
That said, the value proposition is distinctive. Your package is genuinely all-inclusive — once you are in Bhutan, you are not paying for lunch, site entry, or transport. You have a dedicated guide for the full duration. And the experience itself — the absence of crowds, the intact culture, the landscape — is difficult to replicate anywhere in Asia.
Travellers who approach Bhutan as a luxury experience find the cost entirely consistent with what they receive. Those expecting a budget backpacker trip will find it does not exist — by design.
Frequently Asked Questions
Is the SDF included in the price my operator quotes?
It should be. Any reputable TCB-licensed operator includes the SDF within their quoted package price. Always confirm this explicitly — ask for an itemised breakdown showing SDF, visa, accommodation, guide and vehicle separately.
Can the SDF be waived or reduced?
No. The SDF is a government levy applied uniformly to all international visitors. No operator has the ability to waive or discount it.
Are there any additional taxes on top of the package price?
Bhutanese tour packages are subject to local government taxes, which reputable operators incorporate into their quoted price. Again, ask for an itemised quote to confirm what is and is not included.
Do children pay the full SDF?
Children under five are exempt from the SDF. Children aged five to twelve pay a reduced rate. Confirm current rates with your operator at the time of booking, as these are set by the TCB and subject to change.
Can I pay in currencies other than USD?
